The SEAMEO Council Conference 
 
The SEAMEO Council Conference  is  the  annual meeting  of  the Council  of  the  Southeast Asian  Ministers  of  Education  Organization  consisting  of  education  ministers  of  the  11 SEAMEO Member Countries, namely, Brunei Darussalam, Cambodia,  Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Timor-Leste and Vietnam.
 
The Conference  is attended by  the Ministers of Education of SEAMEO Member Countries, representatives  of  SEAMEO  Associate  Member  Countries,  Affiliate  Members,  SEAMEO Regional  Centre  Directors,  SEAMEO  Secretariat;  and  officials  and  observers  from  donor agencies and international organizations.
 
The Objectives of the Conference
1.  To  serve  as  a  forum  for  discussion  of  policy  and  regional  initiatives  on  education,
science and culture 
2.  To set directions of programmes and projects of SEAMEO and its Units 
3.  To review programmes and activities of the Organization 
 
The SEAMEO Council Conference  is convened once a year. The Conference  is hosted by the  Member  Countries  on  a  rotation  basis  (Thailand,  Philippines,  Brunei  Darussalam, Vietnam, Singapore,  Indonesia, and Malaysia). Other Member Countries could also offer  to host the Conference. 
 
Sessions at the 46th SEAMEO Council Conference
 
The In-Camera Session
This  is  a  closed meeting  attended  by Head  of Delegations  and  designated High Officials.  The Session discusses critical and confidential issues.
 
Plenary Sessions
These  are  open  sessions  attended  by  Heads  of  Delegations,  High  Officials,  Affiliate Members, Regional Centre Directors, key personnel of SEAMEO Units, and observers.  
 
Policy Forum  
This  is  a  themed  session  that  aims  to  engage  the  SEAMEO  Council  in  a  discussion  on common concerns and interests.  The dialogue is expected to conclude with some directives from  the  Education Ministers  on  relevant  courses  of  action  for  SEAMEO  to  pursue.   This year’s theme is “Transformation in Technical Vocational Education”.
 
Bilateral Meetings – Bilateral meetings between delegations are organized upon request by SEAMEO Member Countries during the Conference.
 
ASEAN Ministers of Education Meeting (ASED) 
Since  the  41st SEAMEO  Council  Conference  in  2006,  the  ASEAN  Education  Ministers Meeting  has  been  organized  back-to-back  with  the  SEAMEO  Council  Conference.   This Meeting is coordinated by the ASEAN Secretariat.

Brunei Darussalam hosts 46th SEAMEO Council Conference 
and 6th ASEAN Education Ministers Meeting

 
The State of Brunei Darussalam,  through  its Ministry of Education, will host  the  two annual conferences of Southeast Asian education ministers – the 46th SEAMEO Council Conference (SEAMEC) and  the 6th ASEAN Meeting of Ministers of Education (ASED) on 26-29 January 2011 at the Empire Hotel and Country Club, Jerudong, Brunei Darussalam.
 
More  than  200  participants  from  18  countries  –  comprising  education ministers,  high-level government education officials, and  representatives  from  international organizations –  from the eleven SEAMEO Member States, Associate Members, Affiliate Members, and partners are expected to attend the Conferences.
 
His Royal Highness Prince Haji Al-Muhtadee Billah  Ibni His Majesty Sultan Haji Hassanal Bolkiah  Mu’izzaddin  Waddaulah,  the  Crown  Prince  and  Senior  Minister  at  the  Prime Minister’s Office will  grace  the Opening Ceremony  as  the Guest  of Honor  on  27  January 2011.
 
The  back-to-back  conferences  aim  to  foster  stronger  cooperation  on  education  among Southeast Asian  countries and beyond.  High on  the agenda of  the 46th SEAMEO Council Conference  are  the  adoption  of  SEAMEO’s  strategic  plan  in  the  next  10  years  and  the acceleration of progress  in providing quality Education  for All  (EFA)  in Southeast Asia.   An important highlight of the conference is a policy forum with this year’s theme “Transformation in Technical Vocational Education”.
 
The  SEAMEO  Council,  SEAMEO’s  governing  body,  is  composed  of  the  11  ministers  of education  of  the  SEAMEO Member Countries.   SEAMEO  is  an  international  and  regional intergovernmental  organization  whose  members  are  Brunei  Darussalam,  Cambodia, Indonesia,  Lao  Peoples  Democratic  Republic,  Malaysia,  Myanmar,  the  Philippines, Singapore,  Thailand,  Timor-Leste  and  Vietnam.  It  has  19  Specialist  Regional  Centres  in Southeast Asia.
 
SEAMEO collaborates with global organizations  like UNESCO, UNICEF, UN-HABITAT,  the World  Bank,  and  the  ASEAN.   It  is  also  supported  by  its  Associate  Member  Countries: Australia,  Canada,  France,  Germany,  the  Netherlands,  New  Zealand  and  Spain.  The International Council  for Open and Distance Education, Tsukuba University, Japan and  the British Council are Affiliate Members. The headquarters of SEAMEO  is  located  in Bangkok,
Thailand.
