SEAMEO-Ministry of Education and Culture Indonesia International Seminar 2018: SEAMEO Education Agenda for Sustainable Southeast Asia

About The Seminar
The International Seminar 2018 with the theme SEAMEO Education Agenda for Sustainable Southeast Asia hosted by the Ministry of Education and Culture (MOEC), Indonesia and the Southeast Asian Ministers of Education Organization (SEAMEO) brings together diverse education actors and stakeholders representing the governments of SEAMEO Member Countries. It will be a platform for the participants to share new learning paradigms and practices, exchange their perspectives in related with SEAMEO 7 Priority Areas issues and concerns surrounding education in Southeast Asia and build regional consensus on how education can effectively contribute towards the promotion of a sustainable Southeast Asia.


The International Seminar 2018 of SEAMEO Education Agenda for Sustainable Southeast Asia has three primary aims:

  1. Provide a platform for conversations on experiences and best practices on the implementation of the post-2015 SEAMEO education agenda (seven key priority areas) and on diverse topics that support the sustainable development goals.
  2. Enhance awareness on regional and national programmes and action plans resulting from a dynamic synergy of strengths, strategies and standards developed by SEAMEO Member Countries leading to the development of innovative learning paradigms and pro-active education policies that promote sustainable development goals; and SEAMEO education agenda.
  3. Promote regional understanding, commitment to shared action, mutual collaboration and closer cooperation among education actors and stakeholders in Southeast Asia in advancing the quality of learning and ensuring a wider access to quallity education in the region.


Education is so much important for success in life. It is important for the personal, social and economic development of the nation. Development education has moved on from being about learning about development to encouraging an understanding of how the global and the local are interconnected. In today’s era it is seen as giving people the skills and knowledge to engage in society to secure global as well as local and national change in order to create a more just and equitable society.

The international Community adopted the Sustainable Development Goals in 2015, including one for education (SDG4- Education 2030), calling for a more equitable, inclusive and quality lifelong learning for all. Similarly, the Ministers of Education of Southeast Asia launched the SEAMEO New Education Agenda based on seven priority areas for the next 20 years (2015-2035) as follows: 1) Early Childhood Care and Education; 2) Addressing Barriers to Inclusion; 3) Resiliency in the Face of Emergencies; 4) Promoting Technical and Vocational Education and Training (TVET); 5) Revitalizing Teacher Education; 6) Promoting Harmonization in Higher Education and Research; and 7) Adopting a 21st Century Curriculum. With the view of achieving sustainable development goals in the region, there should be a more effective and thorough interconnected operation between SEAMEO Member Countries and education partners to pursue regional goals by shaping a new learning paradigm that promotes these principles.

Sub Themes

There will be seven (7) sub-themes for the paper presentations and discussions:

1. Early Childhood Care and Education

Achieving universal pre-primary education by 2030, with particular target on the disadvantaged such as poor children; rural communities; marginalized ethnic and linguistic communities; and children with disabilities benefiting the most.

2. Addressing Barriers to Inclusion

Addressing barriers to inclusion and access to basic learning opportunities of all learners through innovations in education delivery and management to provide for the previously inaccessible and vulnerable groups.

3. Ensuring Resiliency in The Face of Emergencies

Preparing schools leaders, teachers, students, and local communities in managing and maintaining the delivery of education services during emergencies such as conflicts, extreme weather, and natural disasters

4. Promoting Technical and Vocational Education and Training

Promoting TVET among learners, teachers and parents with more visible investments and relevant curricula that focus on creativity and innovation, with a clear pathway to lifelong learning, higher education and regional labour, skill and learners’ mobility

5. Revitalising Teacher Education

Making teaching a first choice profession through comprehensive, strategic, and practice-based reforms of teacher management and development systems through more professional preparation at pre-service and in-service processes, following an explicit and shared teacher competency framework and a set of standards applicable across the region

6. Promoting Harmonisation in Higher Education and Research

Institutional-level harmonisation taking place with Member Countries investing in strengthening higher education institutions with each institutions determining their most important needs, supported by research, in order to be able to co-ordinate and set quality standards with other institutions.

7. Adopting a 21st Century Curriculum

Pursuing a radical reform through systematic analysis of knowledge, skills, and values needed to effectively respond to changing global contexts, particularly to the ever-increasing complexity of the Southeast Asian economic, socio-cultural, and political environment, developing teacher imbued with ASEAN ideals in building ASEAN community.

Expected Output

At the end of the international seminar, it is expected that the extensive conversations and discussions among resource persons, experts and participants will promote a common understanding on how member countries can cope with changes and challenges faced by countries within the region and recommend policy strategies as well as pathways to achieve the SEAMEO Education Agenda.


The speakers will come from the Governing Board Members of 8 SEAMEO Centres as well as invited speakers from the Ministry of Education and Culture, Indonesia.
